Deborah is Senior Program Manager of the Healthcare Career Advancement Program (H-CAP). Deborah brings extensive experience leading campaigns to advance the interests of working people. Most recently, she served as Vice President and Home Care Director of SEIU District 1199NE in Connecticut where she led negotiations to achieve breakthrough standards for 10,000 home care workers, built innovative worker leadership structures, and designed statewide field programs for winning campaigns. Deborah spearheaded workforce development initiatives as a trustee of the 1199NE Training & Upgrading Fund and the Co-Chair of the labor-management group that established the home care orientation and training program.
Prior to serving as an elected officer at SEIU District 1199NE, Deborah negotiated contracts and led the field program for 19,000 home care workers in Oregon at SEIU Local 503. Deborah shaped policy as a legislative and gubernatorial appointee to various policy boards and committees in both Oregon and Connecticut and led thousands of members in legislative and organizing campaigns to improve the lives of health care workers.
